"Golden Mask" sets his sights on a national treasure from the Imperial Museum but he must contend with private detective extraordinaire, Akechi Kogoro and the "Black Lizard" who resembles Fujiko.

In England, Lord Marquess hosts a party for railway enthusiasts on his vast estate which includes a replica of a railroad. Zenigata convinces NYPD's Inspector Queen that Lupin will be there to steal a valuable historic railway ticket so he attends the party.

When he sees a large red jewel in the catalogue which was stolen from his grandfather's vault by a female master thief, Lupin decides to steal it back.
