Conan, Ran, and Kogoro are invited to visit Shimonoseki by the lawyer Oi, who they previously met during the inheritance dispute case. The clients are the fourth generation owner Izumiya Makoto and his daughter Kaede, who run the long-established fugu restaurant Izumiya.
