Black and Blue xoay quanh một nữ cảnh sát (do Harris đóng) làm việc tại New Orleans chứng kiến nhóm cảnh sát thoái hóa giết chết một kẻ buôn lậu ma túy được máy ghi hình gắn trên mũ của cô ghi lại.
