Overview
Al Roker mysteriously appears and jumps off the TV screen to grant Penny's wish for a world without adults after she's punished for lying. With no grown-ups in sight, Penny proclaims to her friends that they're living in "a world of the children, by the children and for the children....We can do anything we want." But that's not much consolation for babies BeBe and CeCe, who miss their mommy and daddy.

His arrival coincides with rehearsals for the Junior Debutante Ball, a custom that Penny complains is outdated and demeaning to women. However, Johnny sees this coming-out party as a chance to put on display his gentlemanly good manners.
