To avoid a social and population crisis it needs to be 2.1. Aberdeen, one of the few cities to have a fully comprehensive family planning service, has already successfully cut its birth rate. The Government plan to withdraw this kind of free service. But, in the light of Aberdeen's success, should the Government be made to reconsider?
